What is Dns and how does it work ?

A DNS stands for Domain Name Server. Every computer on the internet has it's own IP address (a number like 123.456.78.9). A website on the internet also has it's IP address.
Since your computer only knows how to get from point A to point B by using those IP numbers, when you type a URL like http://www.mysite.com your web browser, contacts your Internet Provider DNS primary Server (this is the IP address which is set in your machine Network Properties under Primary DNS). Your Internet Provider DNS machine respond with something like www.mysite.com=123.456.78.9 Then your computer connects to 123.456.78.9 and you get a web page.
If the Primary DNS Server does not respond for whatever reason, you will never be able to access www.mysite.com that's why you have a Secondary DNS server IP address. Then your browser tries to contact this second server.
If Both the Primary and the Secondary DNS machines are down , you'd better disconnect from your ISP and try later !.

What is a Static and Dynamic IP address?

A static IP address is a fixed number like 123.456.78.9 and does not change. If you are connecting to the internet via a network (ex: in an educational institution or business) that has direct access to the Internet, then you probably have a static IP ADDRESS.
A dynamic IP address changes every time you connect to the Internet. If you use a modem and telephone line or a cable/xDSL modem to connect to the Internet you probably get assigned a dynamic IP address by your ISP (Internet Service Provider). Every time you connect to your ISP the IP address you get is different that's why we call it Dynamic IP.

Why do I need a DNS Server ?

When you register a domain name like www.mysite.com with INTERNIC, you need to specify who's your Primary and Secondary DNS server. Then these 2 servers need to know what is you IP address.
Now let's take an example :DENSR>John is connected to the internet and his current IP address is 123.2.2.1. In his TCP/IP setting he has Primary DNS=DNS1.
Steve has a website www.steve.com. He has registered his site with INTERNIC and he specified that Primary DNS=ns1.dns4ever.com. His website is running from his home computer which have a FIXED IP address 10.0.0.1.
Now John want's to access Steve's website. So he types in his URL : http://www.steve.com.
Then John's machine asks DNS1 "do you know www.steve.com ?" and DNS1 at his turn asks INTERNIC "do you know www.steve.com ?" and INTERNIC server responds "I don't know him personally but I know that ns1.dns4ever.com knows him ! " Then DNS1 contacts ns1.dns4ever.com and asks him the same question. and ns1.dns4ever.com respond " Oh www.steve.com sure he lives in my building and his IP address is 10.0.0.1" . So DNS1 goes back to John's IP address (123.2.2.1) and tells him "well www.steve.com=10.0.0.1" Now John's browser contacts 10.0.0.1 and it gets Steve's homepage.
In this example, the DNS server is ns1.dns4ever.com and we see that without it Steve's website wouldn't be able to be reached.
